Rappel historique
Contrairement à une idée reçue, le Somaliland n’a pas été créé en 1991 : son statut d’État souverain remonte au 26 juin 1960, jour de son indépendance du Royaume-Uni. Cette souveraineté, acquise de plein droit, n’a jamais été juridiquement effacée par l’union volontaire conclue quelques jours plus tard avec l’ancienne Somalie italienne. En reprenant son autonomie en 1991, le Somaliland a renoué avec un statut d’État de jure qu’il n’avait, en droit, jamais cessé de détenir — même s’il reste aujourd’hui privé d’une pleine reconnaissance internationale de jure.
